Good morning, Syracuse

The budget season wrapped up at City Hall this week while the Inner Harbor is busy stacking wings, beer, and fireworks for the weekend. Elsewhere: I-81 construction just got a set of neighborhood air monitors, Oswego Health cut the ribbon on its first Onondaga County clinic, and Nate Bargatze is rolling into the arena on Sunday. Let's get into it.

Early Saturday morning, police responded to a call at a multi-family residence on Tyler Court after a man reported his dog had been stabbed. As officers investigated and obtained a search warrant for an apartment at 120 Tyler Court, the suspect opened fire, striking two officers and injuring a third. All three were transported to a local hospital in stable condition. A multi-hour standoff followed, drawing in law enforcement from neighboring counties, New York State Police, and the FBI before Vanderpool surrendered. At a court appearance Sunday, his defense team argued that the Downtown Justice Center lacks the mental health resources he needs and asked for bail to be set at $5,000 cash and $10,000 bail bond. A judge denied the request.

The take: Three officers were shot on a Saturday morning that started with a dog call. The mental health piece will be central to this case.

Amazon's Prime Air program has released a proposed 176-square-mile drone delivery zone centered on its Morgan Road warehouse in Clay, a 7.5-mile radius covering a significant portion of northern Onondaga County. MK30 drones would carry packages weighing up to five pounds at speeds around 70 mph, descending to roughly 12 feet above a customer's yard to make the drop. The cost would be $4.99 per delivery for Prime members. The plan still needs approval from the Clay Planning Board and the FAA. Amazon is hoping to launch this year, but has acknowledged 2027 is a realistic timeline if approvals run long.

The take: Now there's a map. If your address is within 7.5 miles of the Morgan Road warehouse, a drone could be dropping off your packages by the end of the year. The Clay Planning Board hearing is the next real milestone to watch.

The Syracuse Common Council voted Friday to approve Mayor Sharon Owens' city budget, with 30 amendments attached. Council members trimmed roughly $4 million during negotiations, and the final version authorizes pulling up to $19.9 million from reserves if needed. Council president Rita Paniagua called the process unusually smooth. After six years, she said, she had never seen it go this way. Mayor Owens said she expects to sign it without opposition. The budget covers city operations from July 2026 through June 2027.

The take: Thirty amendments and nobody's yelling? Either this budget was genuinely reasonable, or everyone's just tired. Either way, the city has a spending plan.

The Lysander Town Board voted May 7 to enact a six-month moratorium on all new data storage facility applications in the town, running through November 6, 2026. The vote came after a packed public hearing, during which nearly every resident who spoke argued against the proposed 300 MW hyperscale data center planned by Ranalli Super DC LLC on 124 acres off Hencle Boulevard and Oswego Road. Residents raised concerns about noise, water use, power grid strain, and the character of the community. Violations carry a $1,000-per-day penalty.

The take: From 1,600 petition signatures, over 350 local attendees, to a formal six-month moratorium. Lysander pushed back faster than most municipalities on a project that doesn't even have a formal application in yet. The AI infrastructure wave is meeting real resistance in CNY.

The Onondaga County Legislature passed a new transparency requirement this week. Under the new law, anyone donating more than $10,000 to a county Friends organization must have their name, gift amount, and date shared with legislative leadership. The move is a direct response to the standoff between the county and Friends of the Zoo, who accused the county of retaliating after they declined to donate $1 million to the Harborview Aquarium. The aquarium is still on track to open this fall.

The take: Nothing gets a county legislature to vote unanimously like a good public spectacle. The zoo-aquarium feud keeps producing policy.

The Onondaga Environmental Institute will manage three new air quality monitors at city community centers: Wilson Park, Cannon Street, and Cecile. They will track pollution levels as the I-81 viaduct demolition moves forward. The goal is to protect the neighborhoods that have spent decades living next to the highway and to make sure construction doesn't quietly make things worse. With the viaduct demolition still tied up in court and active construction ongoing, advocates say they want hard data, not reassurances.

The take: These neighborhoods were never asked if they wanted the highway there in the first place. The least the process owes them is honest air quality during the construction.

Weather

A cool start to the week. Monday sits at 54°F with only a 20% chance of rain, so not a bad day to get outside. Tuesday improves to 60°F and is mostly dry, probably the cleanest day of the workweek. Wednesday is where it falls apart: temps climb to 63°F, but a 75% chance of rain means you'll almost certainly need an umbrella. Thursday cools back down to the low 50s with lingering showers. The weekend forecast isn't fully locked in yet. Check in on Friday before making outdoor plans, but early signals aren't pointing to anything dramatic either way. Dress in layers all week. What else is new for this time of year?

Paws Up for Adoption

This week's pair comes from the CNY SPCA in Mattydale (5878 E. Molloy Rd, Monday-Saturday 11 AM-4 PM, closed Sunday).

Charlie is an adult male Catahoula Leopard Dog mix, 65 pounds, found as a stray in Liverpool. The shelter describes him as remarkably easy - calm in almost any setting, a dream on a leash, and apparently blessed with fur so soft that volunteers can't stop petting him. He's head-over-heels for every human he meets, though he prefers to be the one who sets the terms with other dogs.

Gunther is an adult male Pit Bull Terrier mix, about 63 pounds, found as a stray in Kirkville. He is, by all accounts, one of the most committed toy enthusiasts the shelter has seen. He'll carry a tennis ball or a stuffed animal the entire length of a walk without dropping it. He's gentle, walks well, and is ready to trade the shelter for a couch and a pile of toys.

Now Hiring in the Cuse

Mayor Owens announced it at her State of the City address, and it's now officially open. The Nightlife Coordinator serves as the city's liaison between government and bars, restaurants, entertainment venues, and nightlife businesses. Responsible for coordinating with police, public works, code enforcement, and parks to keep commercial corridors clean, safe, and active. It's a public-facing economic development role with a community organizing bent. $67,750-$72,000, city residency required within six months of hire, bachelor's preferred but not required. Applications close May 19.

SU is hiring a data scientist to sit inside a high-growth initiative and turn raw enrollment, marketing, and operational data into predictive models. The role reports to the Executive Director of Operations and is explicitly designed to work with non-technical stakeholders. If you can build machine learning models and explain what they mean to a room full of administrators, this role was written for you.

Carrier is hiring a senior engineering role at its East Syracuse campus on Carrier Parkway, a principal-level position in engine engineering on the technical track. Carrier's East Syracuse operation is one of the larger advanced manufacturing engineering facilities in CNY, and principal engineer roles here sit at the top of the individual contributor ladder with meaningful scope and compensation to match. Strong background in mechanical or thermal engineering required.

Sapphire Recruitment, CNY's largest independently owned staffing firm, 35+ years in business, Women Owned, and now based at Iron Pier at the Inner Harbor, is hiring a Recruiting Assistant to support their full-cycle recruiting operation. If you want to get into HR or talent acquisition and learn from one of the region's most established shops, this is a solid entry point.

Equitable, the financial services firm, is hiring a hybrid DBA to administer and maintain enterprise database systems, manage backup and recovery processes, and collaborate with development and operational teams. The tech stack includes Azure, DB2, and SQL. $75,000-$89,000, employer-provided range. Hybrid schedule with a Syracuse base.

That's a wrap for this week, Syracuse. See you next Monday. If you have any comments or feedback, respond to this email! 🍊🧂
